Openings & Closings & Etc.

• The latest reports on restaurants and food vendor openings, closings and transitions from the Greater Capital Region, as well as the Catskills, Southern Vermont and the Berkshires.

• No, we don't know exactly when, but we do know the Arsenal City Tavern is being developed at 795 Third Avenue in Watervliet, the former site of Platinum Pub & Grill and, before that, McIntyre’s. The new venture is in the process of interviewing prospective staff (call 518-874-1767 for details and to make an appointment). Plenty of in-development photos on its Facebook page.

• What briefly was the media darling, but quickly unsuccessful Javier's at 17 Maple Avenue in Saratoga Springs now is operating as Sinclair Saratoga, offering a portfolio of drinks from owner Hilary Morrison a former Los Angeles cocktalian, and a small menu of comfort foods and shareables by Rory Moran, owner of the Comfort Kitchen located next door. Hours: 3 p.m. to midnight Monday through Thursday, until 2 a.m. Friday and Saturday, noon to 8 p.m. Sunday. Phone: 518-934-3535.

Carl R's Cafe, a Tex-Mex restaurant that has operated on Queensbury's main street just off Northway Exit 18, for 30 years, will close after service on Sunday. Owner Joe DeSantis has not made himself available for comment on the development. However, his Facebook announcement leaves open the possibility someone else will operate a restaurant at the venue or that he will resurface somewhere else, noting, "The time has come to sell the restaurant and begin the next chapter. The relationships that we have built over the past 30+ years are precious to us. We will miss you and hope to see you all very soon."
